The South Carolina Automotive Market – A Southeastern Manufacturing Powerhouse

South Carolina has emerged as a dominant force in the American automotive industry, with transportation equipment manufacturing now the largest and fastest-growing manufacturing subsector in the state. Over the past two decades, this sector has nearly doubled its share of the state’s total manufacturing industry, growing from 11.9% to 20.3%.

The automotive industry is a powerhouse in the South Carolina economy, contributing a $64.6 billion annual economic impact and supporting 119,475 jobs across the state. Manufacturing as a whole supports, either directly or indirectly, over 30% of all jobs in South Carolina, with automotive manufacturing maintaining an especially high employment multiplier of 4.59 – meaning for every 10 jobs created in automotive manufacturing, an additional 36 jobs are created elsewhere in the state.

South Carolina’s automotive dominance extends globally, with the state ranked as the nation’s top exporter of finished automobiles. Completed passenger vehicles valued at $9.8 billion – primarily BMWs assembled in Spartanburg County – accounted for 25% of the state’s total export activity, with Germany retaining its spot as South Carolina’s top export partner at $5.1 billion in revenue.

South Carolina’s unique characteristics make it an exceptionally active market for catalytic converter buyers:

  • The state is home to close to 500 automotive-related companies across the state
  • Major manufacturers include BMW, Mercedes-Benz Vans, Volvo, and Scout Motors, with a combined $6.5 billion in recent EV-related investments
  • South Carolina’s position as a top exporter ensures a constant supply of automotive parts in the recycling stream
  • The state’s commitment to automotive innovation includes advanced manufacturing, EV battery production, and battery recycling infrastructure

The state’s $38.5 billion in exports in 2024 demonstrates the scale of its manufacturing economy. South Carolina was again ranked as the nation’s top exporter of both finished automobiles and tires, while also coming in second nationwide in shipments of roller bearings and ball bearings. This robust manufacturing ecosystem creates a constant supply of automotive scrap, including catalytic converters, from production facilities, repair shops, and recycling centers.

Understanding South Carolina’s Catalytic Converter Regulations

When doing business in South Carolina, it is essential to understand the state’s regulatory framework for catalytic converter transactions. South Carolina has enacted comprehensive laws, guided by the South Carolina Legislature, under South Carolina Code of Laws Section 16-17-680 to address catalytic converter theft and regulate the sale of these components.

Key South Carolina Regulations for Catalytic Converter Sales:

Definition – Under South Carolina law, “nonferrous metals” includes catalytic converters, along with copper wire, aluminum, lead-acid batteries, and other recyclable metals.

Permit Requirements for Purchasers – A secondary metals recycler must obtain a permit to purchase nonferrous metals from the sheriff of the county in which their fixed site is located. The permit is valid for 24 months and carries a $200 fee.

Permit Requirements for Sellers – Any person or entity who wants to transport or sell nonferrous metals to a secondary metals recycler must obtain a permit from the sheriff of the county in which they reside or are located. This permit is valid statewide and expires on the person’s birth date on the second calendar year after issuance.

Record-Keeping – Secondary metals recyclers must maintain detailed records of all catalytic converter purchases, including:

  • Date of purchase
  • Name and address of the seller
  • A photocopy of the seller’s identification
  • A photocopy of the seller’s permit to transport and sell
  • The seller’s photograph
  • Weight and description of the metals purchased
  • Amount paid
  • A signed statement from the seller confirming rightful ownership

Records must be maintained for one year from the date of purchase and must be kept open for inspection by law enforcement during regular business hours.

Payment Restrictions – South Carolina law prohibits cash transactions for copper, catalytic converters, or beer kegs totaling $25 or more. Payment must be made by check alone, issued and made payable to the seller. Secondary metals recyclers cannot cash these checks or use ATM/cash card systems in lieu of a check. Additionally, no more than one cash transaction per day per seller is permitted.

Prohibitions – It is unlawful to purchase nonferrous metals from a seller unless the purchaser is a secondary metals recycler with a valid permit and the seller has a valid permit. Violations result in misdemeanor charges for first and second offenses and felony charges for third or subsequent offenses.

Penalties for Violations – A purchaser who violates the provisions of this section:

  • For a first offense: fined not less than $200 nor more than $300 or imprisoned not more than 30 days
  • For a second offense: fined not less than $400 nor more than $500 or imprisoned not more than one year, or both
  • For a third offense: fined not more than $1,000 or imprisoned not more than three years, or both

SCC Automotive operates as a fully compliant business, ensuring that all transactions are conducted legally and ethically under South Carolina law. We maintain the required documentation, verify seller identity, and comply with all record-keeping standards.

What Catalytic Converters We Buy in South Carolina

We purchase a wide range of catalytic converters from diverse sources:

OEM Catalytic Converters
Original equipment manufacturer converters typically command premium prices due to their precious metal content. We actively seek OEM converters from all major automakers including Ford, General Motors, Toyota, Honda, Nissan, Hyundai, Kia, BMW, Mercedes-Benz, Audi, Volkswagen, and more.

Aftermarket Catalytic Converters
We also purchase aftermarket converters. While these often have lower precious metal content than OEM units, they still hold value in the scrap market.

Foreign & Domestic
We buy converters from both foreign and domestic vehicles. European brands like BMW, Mercedes, and Audi often contain high-value precious metals. Domestic brands like Ford, Chevy, and Dodge are also in high demand.

Any Condition
We buy converters in any condition. Damaged, intact, gutted, worn, check engine light on, fleet vehicles, commercial trucks, collections, bulk lots – if it has a catalytic converter, we want to buy it.

South Carolina’s Environmental Commitment and Automotive Recycling

South Carolina is actively developing its automotive recycling infrastructure to address both environmental concerns and the growing vehicle population.

Recycling Infrastructure – Supported by the South Carolina Department of Environmental Services, each of the state’s 46 counties has a residential recycling program, with nearly 70 curbside programs, 535-plus drop-off centers, and more than 900 collection sites. The recycling industry supports more than 300 companies and 42,000-plus jobs that comprise South Carolina’s recycling industry. Since 2019, more than $6.63 billion has been invested into the state’s recycling industry with an estimated 4,934 jobs created.

Metal Recycling – South Carolina has more than 170 companies involved in metal recycling, including three steel mills (two at Nucor Corporation and one at CMC Steel) and one recycled aluminum mill (JW Aluminum). These facilities can haul, process, and manufacture recycled metals for the automotive, construction and building, energy, agriculture, aerospace, tools, and packaging sectors. The annual demand for recycled metals in South Carolina is 4.1 million tons (4 million tons steel and 120,000 tons aluminum).

EV Battery Recycling – South Carolina has positioned itself as a leader in the emerging electric vehicle battery recycling industry. Redwood Materials has invested $3.5 billion in a battery materials and recycling center in Berkeley County, which began recycling lithium-ion batteries in November 2024. The plant is expected to recover 20,000 metric tons of critical materials annually.

Used Oil and Battery Recycling – South Carolina law requires the recycling of used motor oil and lead-acid batteries. There are more than 900 used motor oil collection sites across the state, and every county accepts lead-acid batteries. Retailers such as Advance Auto Parts, Auto Zone, NAPA Auto Parts, O’Reilly Auto Parts, Pep Boys, and Walmart may also accept used motor oil from DIYers at no charge.

Industry Growth – South Carolina’s manufacturing employment has expanded at more than twice the national average since 2010 (+26.4% vs. +9.4%), demonstrating the state’s commitment to industrial growth and recycling infrastructure.

South Carolina’s commitment to automotive recycling and industrial growth, combined with its position as a Southeastern automotive manufacturing powerhouse, makes the state a prime location for catalytic converter sales. SCC Automotive is proud to serve South Carolina sellers and contribute to the state’s recycling economy.
